Bail plea moved

Wilhelmus Weijdeveld, who has been booked under Section 67 (b) of the IT Act, 2008 (digital portrayal of children in obscene manner ), moved the XI metropolitan magistrate court, Saidapet, for bail on Wednesday. The court posted the application for November 16. We opposed the bail application saying that the accused, if let out, could continue with the offences, M Sudhakar, assistant commissioner, cyber cell, said.

    The city police today arrested a Dutch National on charges of making and distributing child pornography videos through his website –www.rapidshare.com Mr M Sudhakar, Deputy Commissioner of Police, Cyber Crime Cell, in a press release here said a Cyber Crime Team closed in on the Dutch National, identified as Williams, after the German-based Child Exploitation Online Protection Centre alerted the City Police Commissioner through Interpol.

    After visiting the site and through the internet facilities of Bhrath Sansar Nigam, the special team identified the offender as Williams of The Netherlands, he said.

    Investigations revealed Williams had been living at Choolaimedu in the city and other parts of India for the past 30 years, he said.

    On the directive of City Police Commissioner T Rajendran, the Cyber Crime Cell Team arrested Williams under Sec 67 B IT (Amendment Act) 2008 and seized Compact Discs, Hard discs, Pen drive, Memory cards and a lap top from him.

    He was produced before a Magistrate Court and remanded to judicial custody for 15 days. He was later lodged at the high-security Central Prison at Puzhal.

    During interrogation, Williams claimed he had been doing social service in India. But investigations revealed he had already been arrested by the Mahabalipuram Police for a similar crime, Mr Sudhakar said in the release.

    W. Williams (56) of Amsterdam came to India about 30 years ago on a tourist visa. He stayed on in the guise of a social worker. A case of child abuse and passport violation was registered against him by the Mahabalipuram police in 2002.

    A child protection centre in Germany had alerted the Interpol on the offensive pictures being uploaded on the website. Chennai Police Commissioner T. Rajendran had directed Deputy Commissioner of Police (Central Crime Branch) C. Sridhar to investigate. A special team of the Cyber Crime Cell led by Assistant Commissioner of Police M. Sudhakar had been formed.

    “We are investigating the source of the seized materials. The CDs, laptop, CPU, pen drives and other tools are being analysed. This is the first case being registered after Information Technology Act 2008 was amended. The accused has been booked under Section 67 B (abusing children online),” Dr. Sudhakar said.

    Though the accused was arrested from a house on Ponnusamy Vadhiyar Street, the police are also investigating his earlier places of stay, acquaintances and antecedents. “This explains the character of cyber crime and how international cooperation is essential in combating such offences. Williams was using a high-speed internet connectivity to commit the offence,” Dr. Sudhakar said.

    According to the Kancheepuram district police, Williams was arrested for allegedly abusing children in Poooncheri. He had operated a ‘Little Home’ for orphans. “The accused was arrested and remanded to judicial custody. After release on bail, he absconded,” a police officer said.

    A Dutch national, Williamus, was arrested on Friday [May 2002] for allegedly sexually abusing children in his orphanage at Poonjeri village, near Mamallapuram, about 65 km from Chennai.

    Two of his Indian associates were also held.

    The arrests were made by the Mamallapuram police following a complaint from one of the inmates of the orphanage, who escaped and registered a complaint with the Pondicherry police, who tipped off their counterparts in Mamallapuram, Deputy Inspector General of Police, Chengalpattu Range, Jankhid said on Friday evening.

    It was alleged that Williamus sexually abused the children after giving them biscuits laced with intoxicants.

    There were a total of 42 children in the orphanage, ‘Little Home’, being run by him for the past five to six years.

    The majority of the children had been handed over to their relatives, the DIG said.

    CHENNAI [05-05-2002]: A 48-year-old Dutch national, Wilhelm, was arrested along with his relatives on Friday for allegedly sexually abusing and torturing children in the orphanage run by them at Poonjeri
    village near Mahabalipuram.

    The orphanage, Little Home, was managed by Wilhelm along with his wife, mother and a friend for the last eight years.

    There were 42 school-going children — 19 of them girls — aged between 10-20 years in the orphanage.

    The dark doings came to light only when a worker, Krishnan, 18, who had joined the home recently, escaped and got himself admitted to the JDPMER Hospital in Pondicheny.

    Indian police have captured a fugitive convicted of multiple child sex crimes on the basis of an INTERPOL international wanted persons notice.

    Alan Jay Horowitz, a rabbi and child psychiatrist who had been featured on the television programme, ‘America’s Most Wanted,’ was picked up in Chennai, India after the US State Department’s Diplomatic Security Service office informed Indian authorities of his whereabouts.

    The INTERPOL General Secretariat in Lyon, France, working with the INTERPOL National Central Bureau in Washington, DC expedited the issuance of a Red Notice for his provisional arrest. The United States sought Horowitz for violating the conditions of his parole by fleeing to Israel after serving 15 years in prison in New York for multiple counts of child sexual abuse.

    The British passport Horowitz used to enter India had been reported stolen. He also possessed valid US and Israeli passports, which he used to travel throughout Israel and Asia to escape capture.

    India, like many INTERPOL member countries, considers the Red Notice to be a valid basis for provisional arrest with a view towards extradition. Member countries can request the issue of a Red Notice only on the basis of a valid arrest warrant.

    There are currently more than 12,600 INTERPOL Red Notices in circulation, which have resulted in close to 2,500 arrests worldwide since the year 2000.

    Chennai, Nov. 7: A Netherlands national who came to Chennai 30 years ago claiming to be a social activist, was held on Saturday by the cyber crime cell of the city police for allegedly uploading pornographic clips of children on the Internet from his house in Choolaimedu.

    The accused, Williams (56), was nabbed following a tip-off from ‘child exploitation,’ an online protection centre in Germany, through the Interpol. “The protection centre had a surveillance on several websites and found that someone was uploading pornographic material of children on a particular site http://www.rapidshare.com. When we got an alert through Interpol, we immediately traced the address to a Stalin in Choolaimedu,” said Dr M. Sudhakar, assistant commissioner, cyber crime.

    Further investigations revealed that Williams, a resident of Ponnusamy Vathiyar Street in Choolaimedu, obtained an Internet connection using a fake name.

    “The accused, hailing from Amsterdam, had come to the city under the pretext of doing social service and educating the downtrodden and had indulged in such illegal activities. The victims were from abroad and he did not upload any pictures of Indian children. He had obtained all the photographs of the children through his foreign connection,” said Dr Sudhakar.

    The cyber crime officials also found that there was a pending case against him in Mahabalipuram police station for child abuse.

    Williams was arrested on Saturday and the police seized 20 CDs, a computer hard disc, pen drives, memory cards and a laptop from him. Investigations are on.

    CHENNAI: Chennai’s cyber sleuths on Saturday arrested Will Heum, a 56-year-old Dutch man who ran an orphanage, for uploading child pornographic material on to the internet. Police recovered his personal computer and pornographic material from his house.

    Heum is already facing a case in a Chengalpet court for sexually abusing children of Little Home, an orphanage he had opened near Mahabalipuram. He was arrested in May 2002. Out on bail and living in a rented house in Choolaimedu, he has been uploading pictures of children being sexually abused, police said.

    This is the first case of child pornography registered in the country under the IT Act which came into force on October 27.

    He was booked under Section 67-B of IT Act 2008 that deals with digital child pornography, and remanded to judicial custody after being produced before a metropolitan magistrate in Saidapet. If convicted he faces maximum punishment of seven years imprisonment and a fine of Rs 10 lakh.

    It was a tip-off from the Child Exploitation Online Protection Centre in Germany through the Interpol that led to the arrest of the foreigner who has also done small roles in Tamil movies.

    New Delhi: The Supreme Court has deplored the tendency of police to protect the criminals for extraneous considerations and came down heavily upon a Deputy Superintendent of Police (DSP)) for shielding three rapists who kidnapped and gang-raped a minor.

    The DSP fabricated a document, purportedly a “panchayat nama” (decision), to claim that the victim had consensual sex with one of the accused and that there was no rape.

    “The sequence of events in clear terms demonstrates the sinister and diabolical role played by the police and in particular by DSP Joginder Singh to sabotage the entire prosecution in order to protect the accused for obvious reasons.

    “We are neither surprised nor shocked at the conduct of the DSP in as much as such instances are galore in this country where the police, instead of protecting the law, take the law into their own hands for extraneous considerations,” a Bench of Justices B Sudershan Reddy and J M Panchal said in a judgement.

    The apex court passed the judgement while dismissing the appeal of three rapists Jaswanth Singh and two others, who kidnapped the minor girl from her house and gang-raped her in Punjab’s Talwani Rai village on June 26, 1989.

    Though the victims’ family lodged a complaint, police allegedly refused to register a case, upon which they made a written complaint to the Senior Superintendent of Police (SSP). On the instructions of the SSP, DSP Joginder Singh initially got an FIR registered but later changed his tack.

    It was alleged by the victim that she was tortured in custody and her signatures were obtained in blank papers.

    The DSP subsequently produced the so-called Panchayat nama to claim that the victim had consensual sex with one of the accused Kuldip Singh and claimed that in order to cover up the same she had implicated the three accused.

    A sessions court convicted and sentenced the trio to 10 years imprisonment and the Punjab and Haryana High Court upheld the conviction, upon which they moved the apex court.

    The apex court on perusal of the evidence said it was clear that the so-called document in the form of Panchayat nama was false. It noted that the evidence on record indicated that the victim was subjected to torture by police and there appeared to be some substance that the victims signatures were taken forcibly on a blank paper.

    It further rejected the argument of the accused that they were falsely implicated as there was a dispute between their families and that of the victim over a boundary wall.

    It said that the alleged dispute was not of such a grave nature, compelling the family of the victim to jeopardise the reputation of a young girl to settle scores with the accused.

    Dutch man arrested for child porn in India

    A Dutch man has been arrested for possession of child pornography in the South Indian city of Chennai. The man has been living in India for 30 years.

    A computer at his home contained pornographic videos featuring foreign children. The arrest was made following a tip-off by an organisation against child abuse. It is not known when the man’s case will come to court. If convicted he could face a seven-year prison sentence.

    Some years ago he was also charged with child abuse in an orphanage he had opened in Chennai and since that time has been free on bail.

    promoting child pornography, allegedly has a long track record of child abuse in Tamil Nadu.

    Some residents of Ponnusamy Vathiar Street in Varadharajapet in Choolaimedu from where Heum was picked up, claim that he was chased away from the locality nearly 15 years ago after a suspected child abuse case.

    “In 1995, the residents suspected that he had misbehaved with children in the locality. After that he had fled to Mahabalipuram, where we now learn he had set up an orphanage (Little Home). He had returned to this area with the help of some youth who enjoyed his ‘generous hospitality’ and led a lavish life. I had seen the youth bringing children to Heum’s house during day time, but I could never get to know what happened inside the house,” claimed Govindasamy, a construction worker living in the area.

    Heum had returned to Choolaimedu after he was out on bail in a May 2002 case relating to sexual abuse of children of the orphanage run by him in Mahabalipuram.

    CHENNAI: Wilhelmus Weijdeveld, the 56-year-old Dutch national now in prison facing charges of child sexual abuse and supplying child pornography,
    had found that India suited him best’ and even filed for citizenship as early as in 1999, thwarting the attempts of the police to drive him away from the country. He even filed a writ petition against the state of Tamil Nadu, after the Mamallapuram police asked him to leave the country. It was only after three years, on May 02, 2002, that he was arrested for sexually abusing five boys in an orphanage near Mamallapuram. Out on bail, Wilhelmus was arrested again from his Choolaimedu den in Chennai on November 7, 2009 following an Interpol tip-off that he was uploading child pornography on the internet.

    Confirming a TOI report on Wednesday that the police had sought his deportation in 2003, TN’s special secretary (home) Karuppiah Pandian said the government could not act, because he had applied for citizenship. “Following the Madras high court rejecting his application last year, we forwarded the deportation recommendation to the immigration department in January 2009,” he said. What kept the immigration authorities from acting on it remains unknown.

    TOI is in possession of Wilhelmus’s 1999 affidavit in which he claims to be a philanthropist and an actor, and accuses the police and “Hindu fundamentalists” of trying to deport him (a Christian). He has done bit roles in Tamil movies including one in the Rajnikanth-starrer Annamalai. By his own admission, Wilhelmus was suffering from a respiratory disease (a later police report said he had tuberculosis, while another feared that the foreigner “staying without any authenticated record&” could spread a sexually transmitted disease. Said Wilhelmus in his petition: “When I was in Holland, I was not keeping good health. Surprisingly, when I came to India, my health improved. Combined with my personal interest and obsession with social work and my health condition, I continued to live in India&”

    Even as investigators hunt for his background, his 10-year-old affidavit says he has been in India for longer than any police record shows. “I came to India in 1980, as a tourist. Thereafter I found that Indian environment, culture and people suited me best,” he said. The court rejected his application but the authorities have remained unable to deport him.

    The Netherlands consul general in India, MA van Drunen Littel, told TOI that the consulate was informed about Wilhelmus’s arrest as also the previous move to deport him. “The consulate general awaited further legal action from the Indian authorities,” he said in a email, adding that Wilhelmus could be prosecuted in the Netherlands as the Dutch Penal Law covers an offence committed by its citizen in another country.

The court, after hearing the police side, posted the application for November 16. “We have contested the bail application saying that the accused, if let out, could commit the offences he has been committing,” M Sudhakar, assistant commissioner, cyber cell, said.

    CHENNAI: Sheer inaction on the part of the government allowed Wilhelmus Weijdeveld, a 56-year-old Dutch national in Chennai, to be on the loose
    for seven years after he was arrested for sexually abusing five boys of an orphanage near Mamallapuram in 2002. Finally, it was only after a foreign agency found that Wilhelmus was uploading child pornography from his Chennai home, that he was arrested last Saturday. Documents available with TOI show that the local police had written to the state home department and the Union ministry of external affairs for Wilhelmus’s deportation, which went unheeded, letting him probably sexually abuse more children.

    Wilhelmus, who came to India in 1980 as a tourist, was arrested on May 2, 2002 for sexually harassing five boys aged between 14 and 19 years in an orphanage called Little Home that he had been running near Mamallapuram. He was found to be staying in India without proper documents. A raid at his place yielded 250 grams of ganja. Even as the case went on in a Chengalpattu court, Wilhelmus came out on bail and, as child protection activists now fear, must have carried on with his brutal acts.

    A report sent by the deputy superintendent of police, Mamallapuram, to the additional secretary (home) on March 23, 2003 says: “&suitable steps may be taken against Wilheimns (sic) through the embassy concerned in order to deport him to his country or any other proceedings& through the external affairs ministry of the government of India.” The Mamallapuram police followed it up with a letter and a personal visit by a sub inspector to the Consulate General of Netherlands, Mumbai on June 16, 2003. The consulate wanted “clarification” through the Indian ministry of foreign affairs. Wilhelmus, however, remained in India, often out of jail.

    The Dutch man continued to live in a thatched apartment on the terrace of a house in Choolaimedu, uploading child pornography to websites hosted abroad. Studies have found there is strong correlation between people who view and collect sexual abuse image of children and those who sexually abuse a child. “In the absence of a suitable law and procedures to deal with sexual violence against children in India, it would be better to deport a foreign offender than let him run loose and abuse more kids,” said Vidya Reddy of Tulir, Centre for Prevention and Healing of Child Sexual Abuse. The US government, as part of a special drive against child sexual abuse called Operation Predator, has deported several foreigners including Indians, without trial.

    Even after a court in Tamil Nadu rejected the bail plea of Will Heum, there are still fears that the Dutch national accused of child molestation, may walk free. There are calls now for him to be deported back to his home country.

    Tamil Nadu’s Home Secretary has forwarded the recommendation to deport Will Heum back to the Netherlands.

    Wilhelm Heum, accused of sodomising children 7 years ago, had managed to get bail in the paedophilia case. Heum was caught for child pornography in October this year and charged under Sec 67 B of the newly formed IT Act.

    The Tamil Nadu Home Secretary has forwarded his recommendation to deport Will Heum back to Netherlands, this after TIMES NOW procured a letter, written by the DSP of Mamallapuram, to the Additional secretary of the Tamil Nadu government recommending Heum’s deportation.

    The DSP says that Will Heum’s Netherlands passport showed no authentic entries and therefore his stay in India was unlawful. The letter also says that the Dutch had committed unnatural offences with the boys of his orphanage.

    Heum was arrested last Saturday under the newly amended IT act for uploading child pornography onto the internet. He has been living in India for 30 long years and ran an orphanage in Mahabalipuram but was caught in 2002 for allegedly sexually assaulting children.

    However, even after he was caught he managed to get bail, he roamed a free man for 7 long years and quite clearly continued his dark deeds till he was finally caught for child pornography.

    A computer hard disc, 20 CDs, a memory card and a laptop were recovered from Will after his arrest.

    The Dutch embassy in India has said that they were aware Will Heum’s arrest and the Chennai police had informed the Dutch government. They also added that if Heum ever went back to the Netherlands he would face strong action under the Dutch laws on paedophilia.

    In the Netherlands , the law states that the guilty can either face upto 12 years in prison or fine or both. In the US, the Child Protection and Sexual Predator Punishment Act ensures that the guilty is punished with a fine and imprisonment of any term of years or life. In stark contrast in India, no specific law exists on sexual abuse of children and it is usually clubbed under the archaic Sec 377 on ‘unnatural sexual offences’. Guilty can be punished with a prison term between 3 and 10 years.

    One of the world’s biggest sex offenders,Dutch national Will Heum, who is accused in a paedophilia case in India 7 years ago was denied bail on Wednesday (November 11) in an offence of child pronography levelled against him. Heum had applied for bail in the case. Heum was arrested last Saturday under the newly amended IT act for uploading child pornography onto the internet.

    The cyber crime police on Saturday arrested Will Heum (56), a Dutch national living in Chennai, for uploading child pornographic materials on the internet. Police recovered his personal computer and pornographic materials from his house.

    Heum is already facing a case in a Chengalpattu court for sexually abusing children of Little Home, an orphanage he had opened near Mamallapuram. He was arrested in May 2002. Out on bail and living in a rented house in Choolaimedu, he was uploading pictures of children being sexually abused, police said.

    Reacting to Heum’s arrest the Dutch Embassy said, “We are aware of Heum’s arrest and Indian laws will apply to Will Heum ans of now. He does not want to returns to Holland. Dutch laws on Paedophilia are very stringent and he will face strong action if he does return.”

    This is the first case of child pornography to be registered in the country under the IT Act, which came into force on October 27. Heum was booked under Section 67-B of the IT Act, 2008, which deals with digital child pornography, and remanded in judicial custody after being produced before the XI metropolitan magistrate court in Saidapet. The IT Act spells out a maximum punishment of seven years’ imprisonment and a fine of Rs 10 lakh.

    It was a tip-off from the Child Exploitation Online Protection Centre in Germany through Interpol that led to the arrest of Heum, who has done bit roles in Tamil movies.

    Initial inquiries revealed that he had uploaded video clips of foreign children. “We are interrogating him about the source of these clips. We have to verify the seized computer accessories to check if he had uploaded clips of Indian children too,” a police officer said.

    “It was an example of good co-ordination between the city police and the international agencies. Cyber crime has no geographical barriers,” central crime branch DCP C Sridhar told TOI. The seized computer and accessories will be scanned for data at the new cyber lab attached to the city police commissioner’s office.

    Heum was arrested in 2002 after a boy complained that he had been sexually abused. Heum came to India 30 years ago for “social work” after his wife’s death. He stayed in Mamallapuram, where he befriended several children and started an orphanage.

    The police in Chennai have started a probe into the activities of 56-year-old Dutchman Wilhelmus Weijdeveld, who has been on the Interpol radar for alleged child pornography, to find out if he abused children in Chennai where he was staying for the past few years.

    Wilhelmus was arrested from Chennai on November 7 by the cyber crime wing of the city police, after being alerted by the Interpol that he was uploading child pornography from the city. According to the cyber crime wing, the Child Exploitation Online Protection Centre, an organisation in Germany, tipped off the Interpol about Wilhelmus’s activities.

    Wilhelmus has been charged under Section 67-B of the IT Act of 2008, dealing with child pornography, the first such case registered in the country since the Act came into force a few weeks ago. As fresh charges have been made against him, the police have decided to probe his activities since coming out on bail seven years ago, Police Commissioner T Rajendiran said.

    CHENNAI: Police are now keen to speed up the trial of the case registered against Dutchman Wilhelmus Weijdeveld, now in prison facing charges of child sexual abuse and uploading child pornography on the internet.

    “It will be easy for us to produce him before the magistrate for case proceedings. Earlier, he used to assign his lawyer to represent the case on his behalf,” Mahabalipuram deputy superintendent of police (DSP) B Sambandamurthy told TOI.

    “He had uploaded the documents in January this year through rapidshare.com and it was identified by an NGO in Germany who tipped off Interpol. Based on a tip-off from the Central bureau of Investigation, a nodal agency for Interpol, Chennai city police nabbed Weijdeveld from his thatched hut in Choolaimedu on November 7,” a senior police officer said.

    Chennai airport immigration officials maintian that the law does not permit the deportation of foreign nationalsuntil a court in India gave a verdict in a criminal case pending against them.

    “We are working closely with the airport immigration officials and there is no proposal to deport the Dutchman to his native country, the Netherlands,” city police commissioner T Rajendran told TOI.

    Police had registered a case against Weijdeveld under various sections, including Section 377 (unnatural sex) of the Indian Penal Code, for misbehaving with five boys in 2002. However, since ragpickers and sundal’ (peanut) vendors from Puducherry were included as witnesses, it was difficult for the investigation officer to locate and bring them for trial. Weijdeveld was arrested and remanded earlier but once he came out on bail, he settled in a house in Choolaimedu. His advocate represented him most of the time.

    CHENNAI: Child abuse is on rise in Chennai and the cry is that the State Government should do more for child welfare. The need is acute because the city’s demography is changing rapidly with a rise in the migrant population. Cases of foreign nationals like Briton Patrick Mathews, who sexually abused at least nine students in a private school in the city, and the arrest of Dutch child abuser Wilhelmus Weijdeveld are a worrisome development.

    The Child Welfare Committee (CWC), Chennai, a statutory body of the Social Defence department, which was formed to handle all problems and look after the welfare of children, receives around 60 complaints per month but it is not a fulltime committee. The committee only meets three days a week and only between 2 pm and 6 pm.

    CWC members say this is not enough to address the issue effectively.

    In recent times, cases of abuse have become too frequent to wish them away.

    Starry dreams turned to dust for a Chennai girl who ran away from home to join a popular actor’s dance group. A member of the group seduced her by promising her entry into the team and marriage. However, after sexually abusing her, he deserted her in Chennai.

    She took up the issue with the CWC, hoping that he would marry her once he was found.

    In another case, a man targeted a 14-yearold girl who was usually with her flowervendor grandmother in the Villivakkam market. He brainwashed her to have sexual relations with him and later his friends, who eventually took her to Vijayawada where she became a victim of repeated molestation, said S Ramalingam, a member of CWC and also director of Marutiseva, a centre for special education. Now, the girl is undergoing rehabilitation.

    A tormentor can also be lurking around the corner, apparently innocuous. In a recent case, a six-year-old child studying in a wellknown school in the city was sexually abused by an auto-driver. The family members discovered this when the child asked them to perform acts “similar to what the autodriver did”.

    CWC members want police to be more sensitive in handling of cases. According to rules, only a woman officer in civil dress should question an abused child, in a separate place.

    Santhi, mother of a victim, says a police officer in Puzhal station refused to take the complaint for more than 10 days. Even after he registered a complaint, he acted in connivance with the culprits and asked them to visit the station during odd hours for enquiry.

    CHENNAI: In what can only be termed an alarming situation, the Juvenile Aid Police Unit, says it rescues, on an average, more than one child a day from Chennai’s streets part of an increasing number of runaway children from various parts of the state and admits them to homes run by the government and NGOs.

    Most of the children are returned to their parents through the Child Welfare Committee (CWC) but some remain in the homes till they turn adults. Separately, there is a large number of children working as labourers in the city.

    “Extreme poverty and torture by parents, most often from a drunkard father, are the main reasons for children running away from home. Some leave their parents as they do not want to go to school,” a police official attached to the Juvenile Aid Police Unit told The Times Of India.

    The sources in the special unit say this explosive situation could actually worsen if no intervention is made quickly. “Of late, the crimes committed by juveniles are on the rise. If we fail to detect and rescue them, they can easily be lured into the criminal world. There are elements there that make use of these children for criminal activities,” the official added.

    The daily routine for the 26 members of the unit is to monitor places like the Chennai Central railway station, the Egmore railway station, Koyambedu bus terminus and the Marina Beach. “We work in two shifts from 7 am to 2 pm and 2 pm to 7 pm. We identify children wandering without adult supervision and rescue them. We try to locate their parents before taking them to a home. However, we cannot keep them with us beyond 6 pm and have to admit them to a home if their parents cannot be located before that. Some parents even shout at us for admitting them in a home,” the official said.

    In 2008, the unit rescued 474 children 437 boys and 37 girls from different parts of the city. They managed to send 282 boys and 20 girls back to their parents through the CWC. This year, till October 17, 385 children 369 boys and 16 girls were rescued. The unit reunited 131 boys and three girls with their parents through the CWC. The rest remain in children’s homes.

    In 2008, 38 children were sent to juvenile homes in other parts of the state; this year, so far, 26 have been sent to other homes in the state. The unit also rescued children from other states, who had come down to Chennai after leaving their homes. In 2008, 23 such children, including 13 girls, were rescued and handed over to their parents. This year. till July, 29 such children were rescued.

    “It is a very delicate situation and it is high time a study was done to identify and address the reasons for children leaving their homes. If not addressed properly, the possibility of these children becoming criminals is very high. The juvenile homes for child convicts are already full,” the official added.

    He could not be surviving enjoying such immunity from al law enforcing authorities in spite of his cruel and evil activities.

    Particularly, the attitude of westerners in this regard has been totally hypocritic.

    They make hue and cry about child-labour; declare that they do not buy goods from India, because of the application or involvement of child-labour in it!

    How then these devils posing and claiming as “philanthropists”, running “Ashrams”, “Orphanages”, “child-homes” etc., under the guise of sympathetic christians and so on, but actually raping such girls of age upto 19 years! More brothelization of their activities have been suppying such girls for “sex-tourism”.

    In Orissa, they were making hue and cry that nuns were raped there! But in Puri and Bubaneswar, foreigners were arrested for child-sex, pornography, etc. But the dirty-press suppressed everything. the shameless christians too had hidden their devilish intentions!

    Even today, note – none – none talks about this – this type of great crime committed in India – raping thousands of girls and allowing them for prostitution.

    It is so cruel that they are grown, mentally trained and engaged for such nasty activities. This proves how they grown-up children woukd have been actually grown like animals instead of children!

    Definitely, God would not leave these devils.

    Their sins cannot be wiped aay even one million Jesuses, christs or jesus christs are crucified!

    Chennai: A red alert has been issued against Dutch child sex offender Will Heum to ensure that he does not flee from India, media reports said on Friday.

    “Immigration officers have alerted all airports across India so that Heum can’t flee to his home country- Netherlands- once he gets bail,” said a top immigration official on conditions of anonymity.

    “The red alert has been issued keeping in mind that Heum has more than once expressed his desire to go back to Netherlands,” he added.

    Meanwhile, Theo Noten, head of ECPAT, a Dutch child rights organization, told Times Now even if Heum manages to flee the country, he will have to face ‘tough consequences’.

    “If Heum is extradited to the Dutch police, he will face the full extent of Dutch law which is tough on child pornographers,” Noten said on Friday.

    On Nov 19, Heum admitted that he used children for ‘unnatural relations’ and also uploaded their ‘acts’ on the Internet, according to his confession statement submitted by the Chennai police at a Mamallapuram court.

    “I used the childrenfor unnatural relations…sex deprivation made me allured to young boys,” Heum was quoted in the statement.

    The statement comes a day after Heum denied confessing his crime, while he was being sent to 15-day judicial custody on Nov 18.

    “I didn’t confess any crime. This is too much. I’ll go back to the Netherlands,” he had said.

    The 56-year-old was arrested on November 7 following an Interpol police alert. He is also accused of uploading child pornographic material on the Internet.

    The case against Heum has been registered under the new IT Act, which came into force on October 27. If convicted, he will face a maximum punishment of seven years’ imprisonment and Rs 10 lakh fine.

    A 2002 case against Heum is also pending trial. In this case, he was accused of molesting 40 orphans at Little Home, an orphanage opened by him at Mamallapuram in Chennai.

    Heum, who came to India 30 years ago and started “social work”, stayed in Mamallapuram, where he befriended several children and started the orphanage.

      He has been here for nearly 30 years with a lot of friends. When he was in Mahabalipuram, hid wife was there and also his Netherlands friend! How they could have come to India? He acted in “Annamalai” – a Rajinikanth movie also in 2002! On May 5, 2002 he was arrested! Thus, he could not be missed by the police and his friends. After getting bail also he was freely moving in Chennai. How then the so-called alert notice could be issued alarming that he could escape! And by the way, why his name is mentioned variously as Willians, Wiull Heum, Wilhelmus Weijdeveld and so on?
